Cast your Vote: Citywide Measures on November Ballot

Sherri LightnerFall is here and the general election is fast approaching! With absentee ballots arriving in mid-October, I wanted to take this opportunity to inform you about a number of citywide measures the Council has placed on the November ballot. Here are some brief descriptions on what you can expect to see when you cast your vote.

Measure E: Charter Amendment Regarding Qualifications, Vacancy, and Removal for Mayor, City Attorney, and Council. To make it easier to remove and replace city elected officials if they are convicted of a felony, found civilly liable for fraud, or declared incapacitated, and would create a clear procedure for filling vacancies.

Measure F: Charter Amendment Regarding the Probationary Period for Deputy City Attorneys. To reduce the probationary period for Deputy City Attorneys from two years to one year.

Measure G: Charter Amendments Regarding the Citizens’ Review Board on Police Practices. To rename the Citizens’ Review Board to the Community Review Board, give both the Mayor and Council joint oversight of this board, and require that the board review all in-custody deaths and all officer-involved shootings.

Measure H: Charter Amendments Regarding Purchasing and Contracting Processes for the City of San Diego. To improve the city’s process of competitive bidding for public works projects and consultants, and the procurement process for goods and services to ensure the city is able to get the best value for our tax dollars.

Measure I: Charter Amendment Regarding Balboa Park and San Diego High School. To allow the City to continue to lease to San Diego Unified School District the dedicated park property in Balboa Park that is currently occupied by San Diego High School, provided that the property continues to be used for a public high school.

Measure J: Charter Amendment regarding Mission Bay Park and Regional Park Improvement Funds. To change the way money collected in the regional park fund is allocated so that 65% will go to Mission Bay Park and 35% will go to the City’s other regional parks to allow for additional funding of capital improvements in other city regional parks.

Measure K: Charter Amendment to Conform the City’s Election Process. To the federal and state election process by requiring the top 2 candidates for city elected offices advance from the June primary election to a November run-off election.

Measure L: Charter Amendment to Conform the City’s Election Process for citizens’ Initiatives and referenda. To the state election process by requiring that all citizens’ initiatives and referenda be placed on the November general election ballot.

Measure M: Affordable Housing Measure. To increase the cap on affordable housing units that can be built in the City of San Diego from the current cap of 10,500 units to a new cap of up to 38,620 additional affordable housing units in the city, without raising taxes.

Measure N: Cannabis Business Tax Measure. To place a business tax on all recreational cannabis businesses operating in the City of San Diego. This measure will only go into effect if recreational marijuana is approved statewide by voters in November.
