
From UCPG Chair Chris Nielsen: I have attached the agenda for the UCPG meeting on May 13, 2025, 6 PM meeting. This will be a hybrid meeting, in person and on Zoom. Zoom instructions are to be found on the agenda and at the end of this post.

We have a full agenda this month. Highlights include:
- Item 5: Demographic information requested by the city. This applies to the voting members of the board only and is designed to give the city a basis of comparison between the demographics of the community at large and that of the board.
- Item 6: Public Comment
- Item 7: This action item requests modification of an existing Neighborhood Use Permit to allow “eyebrow signage” as an allowed criteria for signs. It is requested by Irvine Co. for 4655 Executive Drive. The presenter will describe what “eyebrow signage” means.
- Item 8: This action item is needed to modify the Tentative Map to turn an existing group of 36 commercial rental units into 36 Commercial Condominium units, located at 5080 and 5090 Shoreham Drive in southeast UC. No construction is proposed.
- Item 9: This action item is a new Tentative Map to replace the existing map for the eastern third of UTC that is owned by Seritage with a new map that reflects current building boundaries. No construction is proposed.
- Items 10 & 11: We will have a Pure Water update followed by presentations by elected official representatives.
- Item 12: This is the big item on the agenda and involves the former Costa Verde Mall site of approximately 14 acres, located at 8610 Genesee Ave. Cass Street, the new owners of the site, will be requesting a new Tentative Map that replaces the current parcel boundaries with 13 new parcels that represent the projected locations for future development on the site, and a full rescission of the entitlements from the prior 1986 Costa Verde Specific Plan as modified in 2020. The 2020 Specific Plan had biotech, hospitality, and retail uses but no housing and will be replaced by mixed use development under the 2024 University Community Plan, including housing, retail, and hospitality. This action does not propose construction. Luke Daniels, Michael Yanicelli, and other members of the Cass Street Co. team will present. This is a Process Five which means it will be heard by the Planning Commission and Land Use and Housing, with a final decision by the City Council.
