April 15 update from UCPG Chair Chris Nielsen re Item #10 Information Item for Irvine Co. Redevelopment of The Plaza along Genesee:

At the April 14 UCPG meeting, we heard an information item by a team from Irvine Co., presenting their redevelopment of The Plaza that proposes two housing buildings seven stories high along Genesee between La Jolla Village Drive and Executive Drive to replace a set of current commercial low-rise buildings for a total of about 535 apartments with a mix of studio, one-, two-, and three-bedroom units. Each building would have three floors of parking, one below surface, two above, with an average of 1.5 parking spaces per unit. Access to parking would be along the east side of Genesee, right turn in and right turn out.

The current expansive interior green space of the site will be maintained with a new 21-foot wide right-of-way dedication of Irvine Co. property along the north side of La Jolla Village Drive for a parkway. This allows the addition of a right-turn lane turn onto Genesee Avenue that preserves sidewalks, landscaping, and bike lanes. The development will be adjacent to the Executive Drive Trolley stop and be constructed ministerially under the 2024 University Community Plan.

The University Community Planning Group (UCPG) will meet Tuesday, April 14, 2026, in hybrid format with Zoom option at 6 PM.


From UCPG Planning Group Chair Chris Nielsen:

We have some administrative details at the beginning of the meeting to attend to, followed by some action items and information  items.
  • Item #6: UCPG Business Seat 3A appointment.  Business Seat 3A had one candidate, Dan Wagner, but did not receive a vote (likely a misunderstanding).  We will take a vote tonight to appoint him to his regular term.
  • Item #7: UCPG Officer Elections.  A Chair, Vice Chair, and secretary position will be elected from among voting members of the board.  We will also select a CPC delegate.
  • Item #8: John Lee Evans will present a community request for a three-way stop sign at the intersection of Pennant Way and Stresemann.  Approval of a request by the UCPG will allow the Transportation Department to study the intersection and make a recommendation.  A presentation for this item is attached here: All Way Stop Signs at Pennant and Stresemann
  • Item #9: Action Item: PRJ-1144867, water line vacation located at 4425 Executive Drive, Process 2. Clif Williams, Latham & Watkins, on behalf of Irvine Co, will request a recommendation for approval.  This action has been requested by the City as part of Irvine Co’s redevelopment of the Plaza (see next item).
  • Item #10: Information Item: Irvine Co.’s redevelopment of the Plaza between La Jolla Village Drive and Executive Drive along the east side of Genesee Avenue.  Housing is included in the Plaza development.  Additional information is located here: www.lajollautcconnection.com Neil DeRamos, Irvine Co., presenting.
  • Item #11: Information Item: Update to City trash service. The Environmental Services Department is wrapping up delivery of the new gray trash bins and will soon begin distributing the new light blue recycling bins. ESD will give an update on its trash program.  We’ll have some time for Q&A after the brief presentation.
