Staff Report to Planning Commission


Update 09/12/2025: At the Planning Commission meeting on September 11, the Costa Verde agenda Item 2 was moved to the Consent Agenda as there was no project opposition received from either the community or from the commissioners to the proposal. The Planning Commissioners accepted the Staff Report and analysis and recommendation that the City Council approve the project. This project will likely come before City Council on October 20.


From a CBS 8 video report published 09/22/2025: The 14-acre site just cleared a key hurdle at the San Diego Planning Commission, which recommended the project for approval on Sept. 11. The proposal now heads to City Council on October 20, where the future of the long-dormant site could finally be decided. Plans include: Demolition of all existing structures (167,000+ sq ft); Thousands of new residential units; Ground-floor shops and restaurants; A boutique hotel; A walkable “main street” concept spanning 13 blocks.
