January 2026 regarding University City Improv 1; from Renée Chmiel, City of San Diego CIP Outreach Manager at RChmiel@sandiego.gov :

Bike Lanes & Roadway Configuration on Governor Dr.

Per the City Council-adopted community plan, the planned scope includes but is not limited to new striping, buffered bike lanes, and reducing travel lanes from 2 lanes to 1 lane for eastbound and westbound traffic (except at Genesee Ave. where all travel and turn lanes remain).

Before a decision on bike lanes can be reached, the City is focusing on the traffic study analysis, engagement with nearby schools, and ongoing community outreach. More details and opportunities for public feedback will be shared at community meetings early 2026.

Water Main Installation

Water main installation along Governor Drive continues to progress eastward toward Genesee Avenue, with active work currently focused on the eastbound lanes. Crews are also installing water services and related appurtenances that cross both eastbound and westbound lanes. This work will require periodic lane restrictions and occasional full closures in the active construction zone. To date, crews have installed approximately one mile of new PVC water main.

In an effort to coordinate work with two adjacent projects (GJ 1048 & Morena Conveyance North), upcoming work may occur at the intersection of Genesee Ave. & Governor Dr. in early 2026.

Sewer Main Installation

Crews have completed the installation of the new sewer main on Curie Place and Bragg Street. Crews are continuing with the installation of sewer laterals on Bragg Street. To date, crews have completed all sewer main installation work that is part of the project (pending inspection and correction of deficiencies).

The contractor will be returning to Stadium Street between Stadium Place and Governor Drive and to Governor Drive between Stadium Street and Mercer Street to address deficiencies.

The project team will coordinate with Spreckels Elementary School prior to the start of any work. The contractor is projected to begin Stadium Street repairs in late January, with Governor Drive repairs to follow.

Governor Drive Medians

Due to underground utility conflicts, the sewer main had to be realigned in some areas along Governor Drive. This realignment required the removal of segments of the median along the corridor. Before new curbs and medians can be restored, the sewer main must be inspected for quality control.

UCCA Note: at both the January UCPG (planning group) and the UCCA (community association) meetings, it was announced that the traffic study data would be analyzed  and is expected to be available in March.
