Thanks to City of San Diego construction reps (from left) Marisa Cesare, Community Liaison, Ivette Gonzalez-Mendez, Project Manager, and Carlos Molina, Project Engineer for providing a construction update presentation during UCCA’s One-on-One event in June.
They showed many photos of the Pure Water and Improv 1 projects from above and below, as some digging sites went down 30 feet with dangling existing pipes and wires. The reps answered questions about scheduling and why they don’t work 24-hours (requested by the community) and projected completion dates (Fall 2026 for Improv 1).

1️⃣June 2025 – Water and Sewer Main Replacement Project Moves to Governor Drive
Summer 2025 – Sewer Main (Green Line): The City of San Diego’s University City Improv. 1 infrastructure improvement project continues this summer, with sewer main installation scheduled along Governor Drive starting from Stadium St and Governor Drive progressing eastward along the westbound lanes. Sewer laterals will be installed across both westbound and eastbound lanes. Water work is scheduled to finish on Ithaca St and Ithaca Pl and is anticipated to continue in Stadium Ct, Stadium Pl and Eton Ct. These upgrades are critical to replacing aging infrastructure with safer, more reliable systems for generations to come.
- Fall 2025 – Water Main (Blue Line): Water main installation on Governor Dr is anticipated to start October 2025 just west of the Governor Dr and Stresemann intersection heading eastward along the eastbound lanes. Water services and appurtenances such as fire hydrants, blow-offs and air vacs will be installed across both westbound and eastbound lanes.
- Fall 2025 – Additional Work at Genesee – May take place at the intersection of Governor Drive and Genesee Avenue in an effort to coordinate work with the adjacent AC 1048 and Morena Conveyance North (Pure Water) projects.
- Fall 2025 – Sewer Main (Green Line): Sewer main installation on Governor will continue along the westbound lanes progressing towards the intersection of Radcliffe Dr and Governor Dr. Sewer laterals will be installed across both westbound and eastbound lanes on Governor.
Construction Schedule and Detours –
- Construction in the summer and fall is scheduled Monday through Friday from 7:00 AM to 5:00 PM, although specific times may vary based on location and activity.
- Occasional night work may also take place depending on location and activity.
- Residents can expect lane closures, some traffic congestion, noise, dust, debris and occasional water outages.
- Eastbound and westbound traffic will be maintained along Governor Dr with one lane closures expected to allow for sewer work.
- Driveway access to neighborhood schools, recreation centers and swimming pools will be maintained as much as possible.
- Detour signage will be clearly posted to guide drivers around active work areas.
- Residents are encouraged to observe all posted signage, including No Parking and other notices.

2️⃣Pure Water construction on Genesee and on Nobel
The Pure Water construction crews made considerable progress on pipeline installation and tunnel construction in the University City area. The project has successfully completed the tunneling and pipeline installation at Rose Canyon in front of Centurion Square. Additionally, dual pipeline across Genesee Avenue from Marian Bear Park has been installed.
Work on the Morena Northern Pipeline & Tunnels project will continue on Genesee Avenue. This includes recasing work at SR-52 and tunneling and pipeline installation south of Nobel Drive. Remaining pipeline work at Rose Canyon North between Centurion Square and Decoro Street is expected to be completed mid July. Work on the Genesee Avenue and Nobel Drive intersection could begin as early as July.
As of June 2025, approximately seven miles of pipeline and more than a quarter mile of tunnel have been installed. For the latest updates and construction notices, please visit UTC.PureWaterSD.org. 3️⃣AC Water & Sewer 1048 project will remobilize after the 4th of July weekend
This phase of the project will take place on Genesee Avenue from Governor Drive to north of University City High School.
- All this work is scheduled for night work in order to open traffic lanes during daytime.
- The project map shows a blue line along this route signifying water main replacement and green lines signifying sewer main replacement.
- The contractor will provide notices to all properties within 300 feet of the work at least three days before starting construction.
