March Update from UCCA (additional information is expected in the March University City News on Tuesday, March 3):
- The City is taking steps to lower the speed limits on streets that have been designated School Zones. This includes all the schools of Governor Drive and on adjacent streets. The City calls this the Comprehensive Speed Management Plan.
- City staff will provide information about results of the traffic study, including construction, bike lanes, and roadway configuration on Governor Drive, at both the UCPG planning group meeting on March 10 and at the UCCA community association meeting on March 17. Both meetings will be via Zoom; the planning group meeting is also in-person.

Water Main Installation
Water main installation along Governor Dr. continues to progress eastward toward Genesee Ave., with active work focused on the eastbound lanes, between Dunant St. & Scripps St. Crews are also installing water services and related appurtenances that cross both eastbound and westbound lanes. This phase of work will require periodic lane restrictions and occasional full closures in the active construction zone, and it is expected to continue through April. Residents can expect occasional nightwork at the Regents Rd. and Governor Dr. intersection to allow the contractor to install pipeline across the intersection and complete related work. The work will require partial intersection closures, and detours will be posted. Work hours will be between 9 p.m. and 5 a.m.
⚠️Governor / Genesee Intersection Work: In coordination with adjacent projects (GJ 1048 and Morena Conveyance North), upcoming work at the Genesee Ave. and Governor Dr. intersection is tentatively scheduled for March. Due to the extensive water shutdown, work will be planned for a Friday night into a Saturday to minimize traffic impacts and reduce school-related impacts associated with the water outage. The work will require partial intersection closures at the Genesee Ave. and Governor Dr. intersection, and detours will be posted. Prior to the water shutdown, door to door notifications will be distributed to affected consumers, detailing specific times and dates for the work.⚠️
Sewer Main Installation
To date, crews have completed all sewer main installation work that is part of the project with only the inspection remaining. In February 2026, crews began and completed repairs on Governor Dr. and started repairs on Stadium St. Repairs on Stadium St. are projected to wrap up this March.
Due to underground utility conflicts, the sewer main had to be realigned in some areas along Governor Dr. This realignment required the removal of segments of the median along the corridor. Before new curbs and medians can be restored, the sewer main must be inspected for quality control.
Bike Lanes & Roadway Configuration on Governor Dr.
Per the City Council-adopted community plan, the planned scope includes but is not limited to new striping, buffered bike lanes, and reducing travel lanes from 2 lanes to 1 lane for eastbound and westbound traffic (except at Genesee Ave. where all travel and turn lanes remain). Before a decision on bike lanes can be reached, the City is focusing on the traffic study analysis, engagement with nearby schools, and ongoing community outreach.
