March 5, 2026: UCCA has received the following update from Michaela Valk, Director of Community Engagement, Office of Mayor Todd Gloria, related to Governor Drive and the mobility analysis information item on the UCPG agenda for Tuesday, March 10. In an email from Michaela Valk to UCCA dated 03/05/2026:

As you know, a City of San Diego Capital Improvements Program (CIP) project to upgrade water and sewer infrastructure in the University City area is currently underway on Governor Drive from Stresemann Street to Genesee Avenue with an anticipated completion in Fall 2026. Following completion of the pipeline replacement, the road is scheduled to be repaired.

The University Community Plan calls for the addition of buffered bicycle lanes and a reduction of general-purpose travel lanes on Governor Drive from two lanes in each direction to one lane in each direction. The Community Plan also includes a policy for the City to conduct updated mobility analysis including but not limited to intersection operations analysis, site access and safety analysis in school session, pedestrian and bicycle intersection access improvements, travel times, and transit operations analysis prior to the implementation of buffered bicycle lanes and a lane reduction on Governor Drive.

The updated mobility analysis for Governor Drive is nearly complete, including engagement with the San Diego Unified School District and the schools along Governor Drive.

City staff will present the updated mobility analysis and its findings to the UC Planning Group at their upcoming meeting on Tuesday, March 10, 2026 at 6pm at 9880 Campus Point Drive, Third Floor or via Zoom Meeting ID: 859 3968 2208 Passcode: 108391

While the mobility analysis is complete, Mayor Gloria has directed that the existing road configuration with four lanes of traffic remain in place when Governor Drive is resurfaced later this year. The City has limited capacity each year to implement design changes or facility upgrades like bike lanes as part of bundled paving work each year, and several other pipeline and Pure Water-related projects in progress are already slated for improvements. Delaying implementation of traffic pattern changes will also allow more time to build on the mobility analysis conducted so far with thorough coordination with schools and other stakeholders along the corridor to ensure safe and effective multimodal travel at all times, including peak commute and school pick up and drop off times.

Several community members, including the Planning Board, have expressed concerns about vehicle speeds near the schools along Governor Drive. Upon City Council approval this Spring, the Citywide Speed Management Plan includes a proposed speed limit reduction from 35 mph to 30 mph for the stretch of Governor Drive between Regents Rd and Genesee Ave.

Should funding become available in the future to implement the roadway reconfiguration envisioned in the University Community Plan, the University Community Planning Group and the University community will be notified and engaged in advance.

We have two main items on the agenda: a presentation of the mobility analysis for Governor Drive by Philip Trom from the city’s Transportation Department and an action item regarding the operation of the Torrey Pines Glider Port.

Item 7: Governor Drive mobility analysis. This is an information item. No action by the UCPG will be taken. Philip Trom from the city Transportation Department will present the mobility analysis for Governor Drive and respond to questions regarding this analysis only. For members of the public that have policy or other questions not specifically regarding this mobility study, the Mayor’s office will have a representative present to respond to these questions. Members of the public are reminded that proper decorum is to be observed at all times and that all meeting participants are to be shown respect.

Item 11: Torrey Pines Glider Port. This is an action item. In January, the UCPG heard an information item by several community members about how operations at the Torrey Pines Glider Port, located within the Torrey Pines City Park, could be improved. Tonight, we will review the information from January and consider the response via the Mayor’s office by the Economic Development Department who oversees leaseholders operating in city parks. The action would be to write a letter to city officials.
